Biographical Sketch: Carter is the Manager of Electronic Publishing Development at the American Geophysical Union. His mission is to build tools to help scientists collaborate in research and publish their results. In his role as a technology leader at AGU, he has implemented a database driven electonic publishing system based on XML, an online manuscrupt submissions system, and countless workflow and production improvement tools. Before working at AGU, Carter was the Manager of the Internet Publishing and E-commerce unit of The Thomson Labs. He conducting research into all aspects of large-scale electronic publishing and publishing commerce. His areas of research interest were XML, SGML, on-line payment systems, dynamic database publishing, internet advertising and content protection technologies. He has served as internet strategy consultant to senior publishing executives and hosted numerous workshops on internet publishing. Carter has been building database systems for over fifteen years and was drawn to on-line publishing because it has the most interesting challenges in the years ahead.
